News Release:April 27, 2016
On April 27, 2016 at about 3:15 AM, the Oswego County Sheriff's Office investigated a one vehicle crash on Interstate 81 in the Town of Parish.
A 2014 GMC pickup truck, operated by 23 year old Alexander J. Chartrand of Adams Center was Northbound on I-81 with three other occupants. The vehicle was travelling at a high rate of speed when it left the West side of I-81 and struck a guardrail. The vehicle overturned and struck the East side guardrail before again overturning, and ejecting the driver and a passenger, 24 year old Spencer Parsons of Adams Center. Parsons was pronounced dead at the scene. Chartrand was transported to University Hospital where he is listed in critical condition with life threatening injuries.
Another passenger in the vehicle, 22 year old Christopher Peters of Watertown was transported to University Hospital in Syracuse with non life threatening injuries. A third passenger, 24 year old Shea Denny of Adams was treated and released at the scene.
The driver, Chartrand, has been charged with Driving While Intoxicated and Driving Left of Hazard Markings. The investigation into the circumstances of the crash continues and additional charges are pending.
Assisting the Sheriff's Office in this investigation were the New York State Police, Parish Volunteer Fire Department, Mexico Volunteer Fire Department, SOVAC ambulance, and the New York State DOT.
On 4/26/16 at 2:18 p.m., John J. Mueller, 46, of 1655 CR 11, Parish, NY was charged with AUO, 3rd degree and Operating a MV w/o Inspection Certificate following a traffic stop on CR 11 in the Town of Parish initiated by the LPR unit alerting. Mr. Mueller is scheduled to appear in the Town of Parish Court on 5/24/16.
On 4/26/16 at 3:40 p.m., Kodie A. Gaebel, 24, of 141 W Schuyler St., Apt. 1, Oswego, NY was operating a 2007 Kia west on Senior Ave. in the Town of Granby, ¼ mile east of Rathburn Rd., when he reportedly lost control causing the vehicle to cross into the oncoming lane and exit the south side striking a tree. Mr. Gaebel was issued UTT's for Speed not Reasonable and Failure to Keep Right.
On 4/28/16 at 6:07 p.m., Robert K. Darrow, 45, of 2030 CR 1, Apt. 5, Oswego, NY was arrested for Making Graffiti, a class A misdemeanor stemming from an incident in the Town of Scriba where he allegedly painted over signage at a business. Mr. Darrow is scheduled to appear in the Town of Scriba Court on 5/5/16.
On 4/29/16 at 10:45 a.m., Michael P. McDonald, 26, of 3 Clear Springs Dr., Oswego, NY was charged with AUO, 3rd degree and Operating a MV w/o Insurance following a traffic stop on SR 104 in the Town of New Haven. Mr. McDonald is scheduled to answer the charges on 5/19/16 in the Town of New Haven Court.
On 4/29/16 at 2:04 p.m., Gavin M. Kerfien, 20, of 307 Rathburn Rd., Apt. 34, Fulton, NY was arrested for Assault, 2nd degree, a class D felony; Criminal Obstruction of Breathing (apply pressure), a class A misdemeanor; Criminal Obstruction of Breathing (block nose), a class A misdemeanor and Endangering the Welfare of a Child, a class A misdemeanor stemming from the investigation into a child abuse complaint in the Town of Granby where he allegedly choked, slapped and threw the victim of which being less than seven years of age. Mr. Kerfien was arraigned in the Town of Granby Court and remanded to the OCJ in lieu of $5,000 cash or $10,000 bond with a return to court on 5/2/16.

On 4/29/16 at 4:38 p.m., Stephen A. Herzog Jr., 31, of 52 CW Circle, Central Square, NY was charged with AUO, 2nd degree following the investigation into a domestic dispute in the Town of Hastings. Mr. Herzog was arraigned in the Town of Hastings Court by Hon. Judge Clark and remanded to the OCJ in lieu of $1,000 cash/bond with a return to court on 9/7/16.
On 4/29/16 at 6:45 p.m., Jennifer L. Skutt, 28, of 16 Baratier Rd., Hastings, NY was arrested for Petit Larceny, a class A misdemeanor following the investigation into an incident that occurred on 4/1/16 at a business in the Village of Mexico. Ms. Skutt is scheduled to appear on 5/17/16 in the Town of Mexico Court.
On 4/30/16 at 12:23 a.m., Clarence B. Harris Jr., 42, of 1150 Vine Street, Liverpool, NY was charged with AUO, 3rd degree and Failure to Stop at STOP Sign following a traffic stop on 81S on ramp in the Town of Parish. Mr. Harris is scheduled to answer the charges on 5/24/16 in the Town of Parish Court.
On 4/30/16 at 1:19 p.m., Jeremy L. Springer, 36, of 57 Canfield Rd., Parish, NY was arrested for Unlawful Manufacture of Methamphetamine, 3rd degree, a class D felony stemming from the investigation into an incident that occurred on 1/28/16 in the Town of Parish reportedly initiated by the Oswego County Probation Department. Mr. Springer was arraigned by Hon. Judge Dayger in the Town of Parish Court and is scheduled to return on 5/24/16.

On 4/30/16 at 1:48 p.m., Ashley M. Haynes, 33, of 91 Stone Hill Rd., Williamstown, NY was charged with Unlawful Possession of Marihuana following a domestic dispute in the Town of Amboy. Ms. Haynes is scheduled to appear in the Town of Amboy Court on 5/17/16.
On 5/1/16 at 12:18 p.m., Paul E. Phillips, 79, of 4227 Henneberry Rd., Manlius, NY was operating a 2003 Toyota south on I81 in the Town of Hastings, ½ mile north of SR 49, when he reportedly lost control after falling asleep causing the vehicle to collide with a 1998 Chevrolet traveling south being operated by Joshua D. Marko, 24, of 7876 Myers Rd., Kirkville, NY. Mr. Phillips was issued a UTT for Moving from Lane Unsafely.
